It's definitely legit -- the packaging is too nice and Mandarake doesn't sell bootlegs. I have to wonder though, how much of this in history has been lost to time? GenePro USA gets a (seemingly) passing mention from people who were there (Lea Hernandez-Seidman, for example) and there isn't a concerted group of "GAINAX fans" that are archiving and presenting this information....

I don't think Pony Metal U-Gaim was ever actually intended to be an anime series, that promotional video was produced as marketing for an MSX2 game developed by ASCII and the video itself was later sold via General Products. Luckily he was able to recover somewhat and continue writing and attending events - I saw him again briefly at Anime Los Angeles, in the crowd of a panel I did about anime fandom. I made darn sure to let the crowd know that right there in the wheelchair was the guy that more or less started it all....
