Monkey crap! The site is blocked at work. I'll have to check it out when I get home. Since Arino is from Osaka (and speaks with an Osaka dialect), I wouldn't be surprised if this was in the Osaka/Kansai area. I don't know what this "no control kid" is about. My wife and I are planning a trip to Osaka in the next month or so, so I may be able to check this place out, if time permits.
